PROSUMERS: Challenges and opportunities in the energy transition

The Clean Energy package in Europe provides a new framework for the energy transition. It places consumers at the heart of the Energy Union facing the challenges of decarbonisation, decentralisation and digitalisation. Energy systems, markets and regulation are undergoing profound changes while Active Consumers are more integrated into the energy system

Active consumers (or Prosumers) are consumers who can optimally control their distributed energy resources (DER), such as demand response, solar photovoltaics, storage, electric vehicles, heating appliances, etc. Provisions in the Clean Energy package allows consumers to sell and buy idle, respectively needed energy from these resources. They may also want to contract energy service providers to manage appliances on their behalf, thus giving rise to new business opportunities. As a consequence, regulators also have to revisit previous thinking on energy retail markets and networks, adjusting the regulatory policies where needed. with increasing distributed generation, storage, demand response, electrical vehicles and micro-grids spreading quickly.

This session focuses on opportunities and challenges for active consumers and energy communities, in which local consumers, producers and system operators trade DER. It will cover the following key topics:

  • Challenges and opportunities in the Clean Energy package for Active Consumers
  • Best practices from pilot projects and stakeholders recommendations to remove obstacles to Active Consumers in response to consumers needs and societal changes
  • New enabling conditions towards innovation and investments in digital solutions

 Discussion would be focussed on why should consumers be activated; what can they offer; how can they offer these services, and to whom; what is the impact and role of TSOs and BRPs
